Wallowa County residents sentenced on sexual abuse and domestic abuse charges

WALLOWA COUNTY – (Release from the Wallowa County District Attorney’s Office)

On January 26, 2024, Austin James Quinby, age 28, pleaded guilty in Wallowa County Circuit Court, following a judicial settlement conference, to Delivery of Controlled Substance to a Minor (Class A Felony) and Sexual Abuse in the Second Degree (Class C Felony), for crimes committed on or about September 16,2022. As part of his plea, Quinby admitted that he provided methamphetamine 1o a 16-year-old girl, smoked that methamphetamine with her, and then engaged in sexual intercourse with her while she was under the influence of methamphetamine. Pursuant to the settlement agreement, the charges of Rape in the First Degree (Class A Felony), Sexual Abuse in the Third Degree (Class A Misdemeanor), and Contributing to the Sexual Delinquency of a Minor (Class A Misdemeanor), were dismissed.

On the Delivery of Controlled Substance to a Minor charge, Quinby was sentenced to 16 months in prison, to be served immediately, followed by 3 years of post-prison supervision, with recommended conditions of no contact with the victim, no contact with minors, and substance abuse treatment. On the Sexual Abuse in the Second-Degree charge, Quinby was sentenced to 5 years of supervised probation with no option lor early termination, and 36 months of prison suspended (to be imposed if probation is revoked for any reason), with probation conditions including no contact with the victim, no contact with minors, and sex offender treatment. Quinby is required to register as a sex offender.

On January 19,2024, Skyler Ray Easley, age 36, pleaded guilty in Wallowa County Circuit Court, following a judicial settlement conference, to Burglary in the First Degree, Constituting Domestic Violence (Class A Felony), Felon in Possession of a Firearm (Class C Felony), Strangulation, Constituting Domestic Violence (Class C Felony), Felon in Possession of a Restricted Weapon (Class A Misdemeanor), Assault in the Fourth Degree, Constituting Domestic Violence (Class A Misdemeanor), Menacing, Constituting Domestic Violence (Class A Misdemeanor). and Unlawful Entry into a Motor Vehicle, (Class A Misdemeanor), for crimes committed on or about September I,2023.

As part of his plea, Easley admitted that he hid in the bed of his ex-girlfriend’s truck at her place of employment, rode to her house without her knowledge, and entered her house without her permission, to confront her about ending their relationship. During an argument in the kitchen, he hit her in the face, causing her injury, strangled her by applying pressure on her neck with both hands and impairing her ability to breath, and applied pressure on her face until her nose popped and bled, causing her to choke and spit blood. He followed her into her bathroom, where he pulled a firearm from his waistband, and pointed it at her head. At the time of arrest, Easley also had a switchblade style knife on his person. Easley is a convicted felon and was not permitted to possess firearms or other weapons at the time of this incident.

Pursuant to the settlement agreement, the charges of Unlawful Use of a Weapon, with a Firearm, Constituting Domestic Violence (Class C Felony), Pointing a Firearm at Another, Constituting Domestic Violence (Class A Misdemeanor), Assault in the Fourth Degree. Constituting Domestic Violence (Class A Misdemeanor) (2 counts), Menacing, Constituting Domestic Violence (Class A Misdemeanor) (2 counts), and Harassment (Class B Misdemeanor) (4 counts), were dismissed.

Easley was sentenced to 48 months in prison, followed by 3 years of post-prison supervision, with recommended conditions of no contact with the victim, mental health treatment, substance abuse treatment, and domestic violence programming, including completion of a Batterer’s Intervention Program. Post-prison supervision conditions are set by the Oregon Department of Corrections at the time the offender is released from prison.

Easley was on supervised probation for a prior Felon in Possession ofa Firearm (Class C Felony) charge, at the time he committed these offenses. In that case, his probation was revoked, and he was sentenced to 19 months in prison, followed by 2 years of post-prison supervision. His sentences are to be served concurrently.
