Walla Walla City Council talk fireworks limits, but highlight enforcement hurdles

WALLA WALLA — Fireworks regulations could be back on the table for the Walla Walla City Council after members raised concerns during last Wednesday’s meeting under new business.

Councilmember Emily Brown initiated the conversation, noting that while the issue has been previously discussed, growing concerns over wildfires warrant another look. Brown suggested that the city collaborate with the county and community members to ensure future celebrations remain safe for everyone.

The suggestion received varied responses from the council. Councilmember Rick Eskil noted that he has received numerous calls and emails, not only regarding the fireworks themselves but also about the subsequent cleanup. One resident shared photos of debris left in front of his home, expressing frustration that those lighting the fireworks failed to clean up afterward.

Addressing the potential for a complete ban, Councilmember Jeffrey Robinson explained that past discussions with the police chief revealed strict state laws make an outright fireworks ban nearly impossible to enforce, given the rigorous standards required to cite individuals. Councilmember Monte Ellis echoed the challenge of enforcement, explaining that under current standards, an officer must actually witness an individual lighting an illegal firework to issue a citation. He added that the issue is compounded by the availability of fireworks sold by neighboring tribes.

Mayor Gustavo Reyna and City Manager Elizabeth Chamberlain concluded the discussion by suggesting a multi-agency, regional approach. Chamberlain recalled joint meetings from 2023 regarding fireworks regulations and noted that a future joint conversation with the county commission could be worth exploring.
