WA legislation to exempt medical charities from sales tax clears first major hurdle

OLYMPIA – A Washington State Legislature House of Representatives committee has advanced a bipartisan proposal to eliminate state sales and use taxes for charities that provide free wheelchairs, oxygen tanks, and other essential medical supplies to Washingtonians in need.

The House Finance Committee voted this week to move forward with House Bill 2175, sponsored by Rep. Mark Klicker (R-Walla Walla). The measure would provide a 10-year tax exemption for registered 501(c)(3) nonprofits that distribute durable medical equipment at no cost to the public.

“We have so many people who rely on help when they can’t afford the medical equipment they require,” Klicker said, noting that while many organizations receive donated items, they are often forced to purchase equipment and pay the state’s 6.5 percent retail sales tax.

Jerry Rhoads, who has operated a medical equipment charity in Klicker’s district for nearly three decades, testified that the tax burden significantly limits his reach. Rhoads told lawmakers his organization has distributed more than 2,600 electric wheelchairs and scooters to residents with disabilities over the years.

“This bill will help thousands of people in this state get the equipment they need … and remain mobile and active in our community,” Rhoads said.

If passed, the tax relief would begin Jan. 1, 2027, with a state review scheduled for 2037 to determine if the exemption should be extended.

The bill now moves to the full House, which has until Feb. 17 to act. The 2026 legislative session is scheduled to adjourn March 12.
