PORTLAND – Court documents and photographs filed by FBI Special Agent Jennifer Duke with U.S. court for the District of Oregon disclose more details in the investigation into the shooting at Wildhorse Resort & Casino on Aug. 17. Javier Francisco Vigil, 51, is charged with Hobbs Act Robbery and using and carrying a firearm during and in relation to a crime of violence.
Duke was on the scene shortly after Vigil was wounded. She said when she arrived the suspect was on the ground and a clear bag containing cash and a handgun were next to him. She also observed that the Umatilla Tribal K9 vehicle, behind which the officer stood when engaging Vigil, had bullet holes in the front hood, the front passenger tire, and through both the front driver and passenger side windows.
She said security cameras showed Vigil parked at the Arrowhead Travel Plaza and walked to Wildhorse, going straight to the cage within the gaming area. He then handed the cashier a slip of paper, drew his pistol and pointed it at the woman. She told investigators that he handed her a note demanding $1 million, which told investigators she initially thought was a joke. Vigil also said upon leaving Wildhorse, he fired a shot but intentionally missed a police officer because he did not want to hurt him.
Later, Vigil told Duke and others that he pulled his gun because the teller laughed at him. He was booked into the Multnomah County Jail on Friday afternoon.
No bail has been set, according to that jail roster, and he is on a mandatory hold issued by the U.S. Marshals Service.
