LA GRANDE – (Information provided by Oregon Department of Transportation) We are constructing over three dozen key highway projects this year in eastern Oregon to fix pavement, sidewalks and bridges to make the highways safer and extend the life of the transportation system. Several projects are underway and a few others are starting.
Projects involving ADA curb ramps highlight our work this summer. We’re doing this to make our transportation system more accessible for everyone, with ramps that work for all.
• U.S. 395: Paving between Hermiston and I-84, from mileposts 6.03 to 12.52. Project also includes ADA curb ramp upgrades in Hermiston and Stanfield, and lane reconfiguration through Stanfield.
• U.S. 30: Signals and ADA upgrades in Pendleton.
• Several ADA upgrade projects for 2021 include:
Union County, with work in progress in Cove and Imbler. Elgin, Island City and La Grande will begin later this spring and summer.
Malheur County, with work in progress in Vale and Nyssa.
Work expected to resume in Union and Enterprise in May, completing the project started in 2020.
Please remember to watch for crews, equipment and flaggers, and to be prepared to slow down or stop when you see those orange cones and construction signs.
Distracted or inattentive driving and speed remain primary causes of crashes, so please put cell phones and other distractions away, and ease up on the gas. We want you and our crews to all get home safely at the end of the day. Remember, traffic fines double in all work zones.
The highway projects listed below are sorted by county, with interstates and U.S. highways listed first, followed by state routes. Traffic impacts are listed in bold type. Location information is listed via milepost number for the highway section, with local crossroads/landmarks identified. Construction timeframes are estimates and subject to change.

Umatilla / Morrow County area
I-82 McNary Highway – Replace sign and sign structures in poor condition between I-84 and Umatilla, mileposts zero-10.68. Minimal traffic impacts with work occurring along the shoulder. Work expected to begin summer 2021. Completion: December 2023.

I-84 Old Oregon Trail Highway – Repair/replace 33 culverts, mileposts 157-254. Intermittent isolated lane closures during the day. Speeds reduced to 50 MPH when lane closure is in place. Work is ongoing. Completion: October 2021.

I-84 Old Oregon Trail Highway – Update Variable Message Signs (VMS) at mileposts 191.4 (eastbound, 2 miles east of Exit 193) and 214.0 (westbound, one-half mile east of Exit 213). Intermittent lane closures. Some nighttime rolling slowdowns with potential ramp closures of up to 20 minutes. Work expected to begin mid-April. I-84 Old Oregon Trail Highway – Resurface travel and passing lanes, entrance and exit ramps, between Meacham and Spring Creek, mileposts 238-248.5 (eastbound), 238-246 (westbound). Expect lane closures, reduced speeds and minor delays for freeway upgrades. Possible short duration lane closures for signal work in Hermiston and Pendleton. Work is ongoing. Completion: December 2022.

U.S. 30 Pendleton Highway – Upgrade traffic signals in Pendleton and ADA curb ramps at Southeast Court Avenue/Southeast First Street intersection. Traffic signal removal along Dorian Avenue at Southeast First Street and Southwest Fourth Street intersections. Expect lane and sidewalk closures in work zones. Work expected to start later this summer. Completion: May 2022.

U.S. 395 Umatilla-Stanfield Highway – Repave highway from Hermiston just east of Southeast Fourth Street, through Stanfield ending near the I-84 overpass; mileposts 6.03-12.52. Lane reconfiguration in Stanfield, from Locust Street to South Dunne Street. ADA curb ramp upgrades in both cities. Expect single lane closures, reduced speeds, and width restrictions during paving. Possible night paving in Hermiston mid-late summer. Work expected to begin late April to early May. Completion: November 2021.

OR 11 Oregon-Washington Highway – Pavement patching from south end of Milton-Freewater to the Washington state line, mileposts 30 and 35. Signs and flaggers will guide traffic through work zones. Watch for trucks and crews along the highway. Work expected to begin early June. Completion: July 2021.
OR 207 Lexington-Echo Highway – Chip seal, from I-84 at Exit 182 to Butter Creek, mileposts 12.59-17.81 (Hwy. 333) and mileposts 27.24-19.63 (Hwy. 320). Lane closures, reduced speeds, day/nighttime flaggers, pilot cars, loose rock on the roadway, delays up to 20 minutes. Work scheduled to begin early June. Completion: July 2021.
OR 207 Lexington-Echo Highway – Maintenance, blade patching and crack seal, from milepost 0 in Lexington to milepost 10 at Bombing Range Road. Signs and flaggers will guide traffic through work zones. Watch for trucks and crews along the highway. Work starts in April. Completion: May 2021.
Union / Wallowa / Baker County Area
I-84 Old Oregon Trail Highway – Repairs to the North Huntington Interchange Bridge, at milepost 345.8. One lane open each direction with concrete barriers separating traffic. Traffic limited to one lane 24/7 with temporary traffic signals, flaggers and pilot cars, with delays up to 15 minutes. Work is ongoing. Completion: November 2021.

OR 244 Ukiah-Hilgard Highway – Emergency culvert replacement at milepost 41.88. Minimal impacts to prep site for work. Once excavation begins, travel restricted to one lane gravel detour with flaggers 24/7, and delays up to 10-minutes. Work expected to begin mid-May. Completion: June 2021.
