Unsanctioned engine revving leads to arrest in La Grande

LA GRANDE – It pays to be courteous, especially when you’re on probation. 40-year-old Ryan Mitchell Kelty found this out after a recent arrest in La Grande. According to the La Grande Police Department, multiple reports came in at around 10:30 p.m. on November 4 that Kelty was sitting in a vehicle at 1906 Cove Ave., La Grande, repeatedly revving an engine. These noise complaints ultimately resulted in a disorderly conduct charge. 

In addition, Kelty’s probation officer issued a detainer for parole and probation violation. Kelty (a felon) was also found to be in possession of restricted firearm components and ammunition at the time. All charges together include Disorderly Conduct, Felon in Possession of a Weapon and a Umatilla County Parole and Probation Detainer.

Kelty was previously sentenced to prison time in August 2023 by the Grant County Circuit Court on two counts of Burglary in the First Degree, Theft in the First Degree, Theft in the Second Degree, and Failure to Appear in the First Degree.
