Umatilla man charged in Irrigon kidnapping

HEPPNER – Casey Loyd Bailey, 47, of Umatilla has been charged in the kidnapping of an Irrigon woman. Morrow County District Attorney Justin Nelson is charging Bailey with the kidnapping of the woman from her home and other crimes last week. His bail has been set at $200,000 and his next court appearance will be May 3 before Sixth Circuit Court Judge Jon Lieuallen.

The Morrow County Sheriff’s Office reported that Bailey allegedly kicked in a door at the woman’s residence, threatened her life, and forced her to accompany him in the trunk of his car. The woman said she was first taken to Bailey’s home on Driftwood Court in Umatilla, where he is said to have brandished a gun again threatening her life. He then took her to an unknown location in Hermiston.

While driving there, the victim said Bailey drove erratically and, at one point, threatened to crash into a wall, killing them both. Morrow County Sheriff’s Deputy Mason Murphy wrote in his probable cause affidavit that the suspect believed the victim had something to do with a break in and burglary at his home.

Bailey returned the victim to her home about an hour later. He was arrested in Umatilla early Friday morning and was booked into Umatilla County Jail. He is charged with second-degree kidnapping, a Measure 11 felony; and felony first-degree burglary as well as second-degree criminal mischief, which is a Class A misdemeanor.
