PENDLETON – The Eastern Oregon Alcoholism Foundation has been granted a conditional use permit to design and build a 30,000 square foot treatment facility at 1385 S.W. Second Street, which is zoned high density residential. The action came following a public hearing at the meeting of the Pendleton Planning Commission yesterday (Thursday).

The commission has imposed conditions on the developer, in particular dealing with landscaping, lighting, fencing, and signage. The hearing had been continued from the Dec. 8 meeting of the commission. Residents in the area expressed concerns about negative property value impacts as well as concerns about the security level that would be needed since the neighborhood is residential.

The applicant will keep the commission informed as the design process moves forward. According to the application, the facility would house only those who admit themselves for alcohol or substance abuse issues. It would not accept residents with mental illnesses, nor would it accept violent offenders or sex offenders. Residents must show continued progress in order to remain.
