Transient woman arrested for Baker City Safeway arson

BAKER CITY — A woman who is listed as a transient has been arrested by Baker City Police in connection with arson incidents that occurred earlier this year at the former Safeway building in Baker City.

Early on Tuesday, November 4th, Tiffany Rena Williams, 42, a transient, was arrested on a Baker County Circuit Court warrant for Arson in the Second Degree; three counts of Criminal Mischief in the Second Degree; and Reckless Burning. OSP Arson Investigator Zachary Downing confirmed to our newsroom that Williams’ arrest was in connection to “…the Safeway vegetation fires that occurred back in August.”

On August 6th and 7th, 2025, emergency fire crews responded to the old Safeway building in Baker City. Regarding the fire on August 7th, Baker City Fire Chief Michael Carlson issued a release earlier stating, “Upon our arrival, the size up was a 20X80 feet vegetation fire.  Flame lengths had reached the bottom [of] a cable line and had burned through it (knocking out cable service). Additionally, a utility pole was on fire and had knocked out power to 3 residences.”

At the time of the release in August, a person of interest had been identified and police were waiting to make contact. The recent arrest of Williams took place at approximately 1:23 a.m. on November 4th.
