State Representative Owens explains the Waterway Access Permit, House Bill 2982

HARNEY COUNTY-State Representative Mark Owens spoke on Harney County Live on Monday, July 21, 2025 about the Waterway Access Permit, House Bill 2982. Representative Owens cleared the rumors about what water crafts are needing permits and how the only thing that has changed are the fees. Representative Owens also stated that the “No Splashing” order is a rumor and that Governor Kotek did not sign such a bill.
Lastly, Representative Owens discussed several other bills that went through that are helping Harney and Grant Counties.
