State approves 2nd diversion agreement for Rowan

ARLINGTON – Seventh Circuit Court Judge John A. Olson has approved a diversion agreement for Umatilla County Sheriff Terry Rowan on a charge of reckless driving. The sheriff already entered a “no contest” plea to a charge of driving under the influence of intoxicants and completed diversion for that charge.
The diversion agreement was filed with the court Thursday. The agreement is posted below. Both Rowan and his attorney, Nick Blanc of Pendleton, attended the hearing online.
Olson cautioned Rowan that if he fails to complete diversion, he will face a conviction of 364 days in jail, a fine, and a temporary revocation of his license.
“Take care of business and all will be dismissed,” he said. A status check on the case is scheduled for March 13, 2026, at 1 p.m.
