PENDLETON – The Pendleton City Council has approved a bid from Doolittle Construction LLC of Snoqualmie, Washington to apply slurry seals on a number of streets in the Round-Up City.

The city hired CAPS, Inc. to update its pavement management program options and a new survey of all streets and parking lots was performed and scored for condition. The council wants to treat streets that are not in need of major construction works as a preventative measure.

“The focus of the work with the slurry seals is for more of those good or fair streets that are not in major disrepair to be treated,” Mayor McKennon McDonald said.

City staff told the council members that a slurry seal can stretch maintenance dollars by extending the life of the asphalt before it begins to fail. An asphalt overlay costs 10 times as much as a slurry seal, according to the staff report.

The contract covers work on approximately 42 city blocks and the airport parking lot. The low bid for the project from Doolittle totals $232,676.90, which will be covered by the city’s street maintenance funds. A complete list of the street locations is available at 2026 Slurry Seal | Pendleton Projects. The work is expected to be completed by June 30.
