Special Investigations Unit releases details on officer-involved shooting

WALLA WALLA — An investigation, conducted by the Special Investigations Unit as requested by Walla Walla Police Chief Scott Bieber, continues into Saturday night’s officer-involved shooting that occurred in downtown Walla Walla.

During the police response to a reported disturbance at the Eagles lodge, located on the 300 block of South Second Avenue, Officer Kevin Toon was the first officer to arrive after the 911 call and subsequent dispatch. Upon his arrival, Officer Toon attempted to make contact with a male subject in the parking lot as this subject was believed to be a part of the reported disturbance.

K.C. Leon, 34, of Weston was later identified as being the male subject. Officer Toon was not accompanied by any other officers at the time he first attempted contact with Leon. According to the SIU, it was during this first attempted contact that Officer Toon fired his department issued firearm striking Leon, who was armed with a gun when contacted.

Additional responding police officers immediately rendered first aid while waiting for the Walla Walla Fire Department to arrive. Leon was transported to an area hospital for treatment and was later transferred out of the area for continued treatment.

During the initial SIU investigation, a gun was located in close proximity to where Leon was standing.
