Some pols say Measure 11 is racist and should be changed

HEPPNER – Ever since it was first passed by voters in 1994, the Oregon Legislature has attempted to weaken Measure 11’s mandatory minimum prison sentences for major crimes against persons. Morrow County District Attorney Justin Nelson said that this time around, it’s not just billed as an attempt to save money by having fewer inmates.

“Recently, certain proponents of repealing Measure 11 believe that by its nature it might be a racist measure,” Nelson said.

Measure 11 was not just approved by 65 percent of the voters in 1994. It was back on the ballot in 2000 and its support had grown to 75 percent. Meanwhile, attempts arrive annually in the Legislature to weaken it.

“This has come up multiple times and based on some of the political leanings, they think they have more traction now,” Nelson said.

He said if Measure 11 is to be changed, it should be at the will of the people, not the politicians.
