OLYMPIA – State Sen. Mark Schoesler (R-Ritzville) received a Valentine from the Senate. He said it wasn’t the best Valentine’s greeting he’s ever received. It was the notice of an executive session on a capital gains tax before the Senate Ways and Means Committee.

Senate Bill 5096 would impose a nine percent tax to capital gains earnings of $25,000 or more. It is being sponsored by four Democrat lawmakers. Its critics call it the first step to a personal income tax by the state.

“I came to look at my laptop computer and saw the Valentine’s gift, ‘You need an income tax,’” Schoesler said. “This is how you get Valentines from the Senate.”

SB 5096 is similar to House Bill 1496. The hearing is at 1:30 p.m. today (Tuesday).

Also today, the House Transportation Committee is holding a public hearing on House Bill 1091. That proposal is the low carbon fuels standard measure. That hearing is also scheduled today at 1:30 p.m.
