PENDLETON – Umatilla County Sheriff Terry Rowan is one of the newest board members for the Oregon Department of Public Safety Standards and Training. He said that one of the DPSST’s major duties is to oversee the police academy.
“We meet a few times a year to talk about if we’re going to change direction in the academy and change any of the training,” he said.
Board members also serve on six discipline-specific committees. Rowan has been assigned to the Police Policy Committee, which deals with discipline.
“If there’s misconduct by a police officer, that information is sent to the policy committee,” Rowan said. “We review it and make a recommendation to the board. So I’ll have two hats. I’ll not only be making a recommendation as to whether or not we should revoke or suspend someone’s police credentials, but then I’ll also be making a decision to implement whatever the outcome is.”
DPSST certifies or licenses police officers, corrections officers, parole and probation officers, regulatory specialists, Telecommunicators, emergency medical dispatchers, criminal justice instructors, private security providers, private investigators, fire service professionals, and polygraph examiners in the state.
The department is also responsible for determining if candidates are eligible to run for sheriff, authorizing federal officers to make arrests in the state, and staffing for the Public Safety Memorial Fund and the Governor’s Commission for the law Enforcement Medal of Honor.
