Grant County Education Service District Regular Board Meeting Wednesday, July 29, 2026 5:15 pm ESD Building AGENDA 1. CALL TO ORDER 2. CONSENT AGENDA 2.1. Approval of Minutes – June 10, 2026 2.2. Open BEO Visa credit card in Antonia Kreamier’s name with $10,000 limit 2.3. Election of Board Chair and Vice-Chair 2.4. Annual Designations: 2.4.1. Robert Waltenburg as Chief Administrative Officer/School District Clerk 2.4.2. Emma Winkelman as Business Manager/Deputy Clerk 2.4.3. Check signers: Robert Waltenburg, Tara Young, Heidi Hallgarth, and Emma Winkelman – two signatures required for all checks. 2.4.4. Robert Waltenburg and Emma Winkelman as custodian of funds. 2.4.5. Robert Waltenburg as Budget Officer. 2.4.6. Solutions, CPAs as financial auditor for the school year. 2.4.7. Legal counsel – to be hired as needed. 2.4.8. Bonds are held by liability insurance company PACE insurance (OSBA), Field Waldo is agent. 2.4.9. Designate LGIP, Bank of Eastern Oregon as depositories of funds. 2.4.10.Designate Grant County ESD Board as contract review Board for the ESD. (ORS 279A.060) 2.4.11.Approve Robert Waltenburg’s affiliations. 2.4.12.Set Board Meeting Date & Time – 4th Wednesday of each month at 5:15pm in the Grant County ESD Conference Room.
