General Notice

The City of Joseph, Oregon (Owner) is requesting Bids for the construction of the following Project:

Distribution System Improvements – 2024

Bids for the construction of the Project will be received until Thursday, February 22, 2024, at 2:00 p.m., local time. At that time the Bidders and bid amounts will be publicly reviewed on QuestCDN.com and read aloud via video conference or conference call. The public opening of the bids received can be accessed via the GoTo meeting and/or telephone number noted in the Q&A section on QuestCDN.com for the Project.

For this project, Bids will be received and accepted ONLY via the online electronic bid service through QuestCDN.com. To access the electronic Bid Form, download the project documents and click Online Bidding at the top of the project posting.

The Project includes the following Work:

The Work for this Contract includes, but is not limited to, installation of approximately 18,835 linear feet (LF) of 4- to 16-inch water line; 8,580 LF of water service lines; new water line connections to five existing fire hydrants and 15 existing hydrant valves; system-wide water meter replacement that includes approximately 680 3/4-inch water meters, ten 1-inch water meters, three 1-1/2-inch water meters, 11 2-inch water meters, two 4-inch water meters, and an advanced metering infrastructure system for water meter reading; system-wide water service line inventory; improvements at the slow sand filter treatment facility and Well No. 1; along with all other miscellaneous water system improvements to complete the Project as shown on the Drawings and as specified.

The Contractor will be subject to the Davis-Bacon Act (40USC276a) and the applicable provisions of ORS 279C.800 through ORS 279C.870 (the Oregon Prevailing Wage Law).

This Project is being funded in part through the Safe Drinking Water Revolving Loan Fund, Project No. S22010.

Obtaining the Bidding Documents

Bidding Documents are available at http://www.andersonperry.com under the Bid Docs link. The digital Bidding Documents may be downloaded for a non-refundable payment of $50.00 by inputting QuestCDN eBidDoc Number 8924034 on the website. Assistance with free QuestCDN membership registration, document downloading, and working with the digital Project information may be obtained at QuestCDN.com, at 952-233-1632, or via e-mail at info@questcdn.com. The Bidding Documents will be available for download after January 19, 2024. No paper sets will be provided for bidding purposes.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Only plan holders registered with QuestCDN will be able to participate in vBids. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Pre-bid Conference

A pre-bid conference for the Project will be held on Thursday, February 6, 2024, at 1:00 p.m., at City Hall, 201 North Main Street, Joseph, Oregon 97846. Attendance at the pre-bid conference is encouraged but not required.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

American Iron and Steel

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

The following waivers apply to this Contract: De Minimis, Minor Components, and Pig iron and direct reduced iron.
