PENDLETON โ€“ Before being named chief of the Pendleton Police Department, Chuck Byram was a lieutenant, one of two for the department. He said Stuart Roberts traditionally had only one lieutenant until the years leading up to his retirement.

โ€œHe was looking forward more to when he was going to retire,โ€ Byram said. โ€œThatโ€™s why he created the second lieutenant position to make it a little bit easier for the transition when it did occur.โ€

Byram said that not filling the second lieutenant position gives him some room to answer one of the departmentโ€™s more serious needs.

โ€œWhat we do see a need for is another criminal detective,โ€ he said. โ€œThatโ€™s where weโ€™re going to put that body once I get another one hired and up and running.โ€

Tony Nelson is the remaining police lieutenant.
