UNION COUNTY โ On the evening of Monday, March 2nd, the Union County Sheriffโs Office arrested 25-year-old Yusong Zhou on an extensive national arrest warrant out of Adams County Pennsylvania following a traffic stop for speeding on Highway 237. The Pennsylvania State Police has subsequently issued a formal press release on Zhouโs original charges that resulted in the warrant. Authorities also confirmed that Zhou is a resident of Portland Oregon.
According to Pennsylvania State Police, the warrant was issued following an incident on February 25, 2026. Earlier on February 23rd, Zhou had his personal vehicle, a white Audi, towed by C&S Towing in Gettysburg. When Zhou went to retrieve the vehicle on the 25th, he fled in the Audi without paying the towing bill. A C&S towing employee then followed Zhou westbound in another vehicle, a black Hyundai.
After some time, Zhou brake checked the employee along Chambersburg Road just east of High Street (roughly eight miles northwest of Gettysburg, near the community of Cashtown) who swerved to avoid a collision. Zhou then rammed the employeeโs vehicle on the passenger side, pushing it sideways into the eastbound lanes.
A red eastbound Dodge Avenger was forced to swerve off the right side of the road to avoid a head-on collision, traveling down an embankment and striking a sign. During this time, Zhou continued ramming the employeeโs Hyundai for several yards, pushing it into the grassy shoulder before fleeing. The C&S employee was able to give police Zhouโs Hong Kong ID card, which heโd left with the company as he fled. Both the employee and the other driver were reportedly injured in the incident.

On 02/25/2026 at approximately 1100 hours patrol members responded to the area of Chambersburg Rd and High St, Franklin Township, Adams County, PA for a crash. Prior to troopers’ arrival, PA State Police Gettysburg dispatch advised that one of the vehicles, a white Audi, fled the scene.
Upon arrival, troopers observed a black Hyundai Sonata at final rest on the right (north) shoulder and approximately one hundred yards down the roadway there was a red dodge avenger located on the left (south) shoulder, underneath an advertisement sign. Both vehicles sustained significant damage. Contact was made with both victims on scene. The following was determined.
On 02/23/2026 C&S Towing towed a 2014 White Audi Q7 bearing Oregon registration 888J for Gettysburg Borough police department. On 02/25/2026, the registered owner of the Audi, Yusong ZHOU, came to C&S Towing to retrieve it. ZHOU fled the scene in the Audi without rendering proper payment for the tow bill. Victim 1, an employee with C&S Towing, then entered the Hyundai and began following ZHOU in an attempt to gain payment. On Chambersburg Rd just east of High St, both vehicles were traveling westbound in the designated lane of travel when ZHOU brake checked him. Victim 1 entered the center turn lane to avoid rear ending ZHOU. ZHOU then rammed into the passenger side of his vehicle and pushed his vehicle so that it was sideways as it entered the eastbound lane of travel.
At the same time, Victim 2 was traveling eastbound in the Avenger in the designated lane of travel. He observed the Audi and Hyundai in his lane of travel. In order to avoid a head on collision, he exited the right (south) side of the roadway. He traveled down the embankment and struck an advertising sign.
ZHOU continued ramming the Hyundai for several yards before the Hyundai came to final rest on the grassy shoulder. At the conclusion of the interview, Victim 1 provided troopers ZHOU’s Hong Kong identification card which ZHOU had left behind when he fled C&S Towing.
Both victims confirmed that the ZHOU did not remain on scene, failed to provide his documentation, or render aid. A query of Yusong ZHOU’s vehicle information showed that the registration is expired and that ZHOU’s Oregon driver’s license is suspended. Both victims also suffered injuries in relation to this incident.
An arrest warrant for Yusong ZHOU was obtained. ZHOU was later apprehended on a traffic stop in Oregon.
