Pendleton firm wins North Main Street bid

PENDLETON – The Pendleton City Council has approved a bid from the Interstate Concrete & Asphalt Company of Pendleton. The project will grind down and overlay or inlay asphalt all the way from the Umatilla River Bridge to about 100 feet past Northwest Despain Avenue.

“It’s all part of the master plan about what streets need to be maintained and what streets need to be replaced,” Assistant City Manager Chuck Byram said. “They start working off that master plan and this year it’s the North Main Street project that is up.

Public works reports that the section in question has become “very rough” over recent years due to numerous asphalt cuts  for utility replacements. Community Development Director Tim Simons told the council that the patches used were made as jellum rock asphalt, which is no longer used. He added the surface of that type of patch deteriorates rapidly since it has higher clays than what is used now.

Much of the roadway is set directly on bedrock. Because the cost of totally digging up and replacing the 66-foot wide roadway cross section would be very expensive, the city decided to do a grind and overlay/inlay for the section rather than rebuilding it entirely.

The funds for the project come from the city’s street maintenance fund. Interstate was the low bidder at $348,387.58.
