PENDLETON – The Pendleton City Council meets tonight at 7 p.m. at Pendleton City Hall. One item on the agenda will signal the beginning of the reconstruction project of Northwest Despain Avenue from Main Street to Northwest Seventh Street.
The low bidder on the project is Bolen Construction LLC of Hermiston. Staff reports that the section is suffering from rapidly worsening asphalt conditions. The native material under the road section is primarily silt loam soil that tends to move especially when water content is high. The deterioration began well before the city instituted a crack and slurry sealing project to maintain streets.
The street will not be reconfigured as originally planned last year, due to protests from residents. The latest configuration according to staff “basically replaces the curbs back at their present location, except at corners where curb extensions (aka bulb-outs) are being installed for safer crosswalk configurations and better American Disabilities Act ramp construction.”
The work for this project will be paid from the city’s Street Maintenance Fund. Bolen’s bid totals $1,138,394.50.
