LA GRANDE – (Information provided by La Grande Police Department) On October 4th, 2021 at 10:16PM, police officers from the La Grande Police Department responded to a 911 report of gunshots near the 2200 block of Cove Avenue.
Officers on scene learned from a witness that there was a male and female snooping around vehicles in the nearby parking lot and knew the vehicles did not belong to them. The witness then confronted the couple, later identified as Jessey Oquinn (25) of La Grande and Parker Burns (19) of La Grande.
When the witness confronted the two, both Oquinn and Burns became confrontational with the witness. Oquinn pulled a handgun and fired a single shot at the witness, missing him. Oquinn and Burns immediately fled the area, but the witness was able to give the police a good description of both suspects.
La Grande officers with the assistance of the Union County Sheriff’s Office and the Oregon State Police located Oquinn and Burns approximately one block away from where the incident occurred.
During the investigation, officers seized two handguns, a pipe bomb and multiple other items of evidence. Oquinn was arrested for Attempted Murder, Menacing, Reckless Endangering, Disorderly Conduct, Unlawful Use of a Weapon and Felon in Possession of a Weapon (2 counts). Oquinn was lodged into the Union County Jail.
Burns was arrested for Tampering with Evidence, Resisting Arrest, Assault of a Public Safety Officer, Unlawful Possession of a Firearm (2 counts) and Unlawful Possession of a Destructive Device with additional citations for Minor in Possession of Alcohol, Unlawful Possession of Methamphetamine and Minor in Possession of Marijuana. Burns was lodged into the Union County Jail. The investigation is ongoing and additional charges may be filed.
