Out of compliance sex offender arrested near La Grande

LA GRANDE –Kirk Ray Pickens (56 years old. Address unknown) was recently arrested by the Oregon State Police for being an out-of-compliance sex offender. The arrest occurred on August 7 at 11:42 a.m. at 59866 Upper Perry Lane near La Grande. The description of the arrest, from the OSP report, is as follows:

“A male subject was arrested for being an out of compliance sex offender, as he failed to comply with his annual report, or notify law enforcement of an address change. He was lodged in Union County Jail.”

Pickens specific charges included “Fail to Report – No Annual Report,” and “Fail to Report Following Change of Residence – A Misd.”
