Monkus arrested for private indecency

PENDLETON – Pendleton police received a report from a resident on Southwest Zeta Court that her neighbor had exposed himself to her. In the ensuing investigation, officers developed probable cause for the arrest of Larry Frank Monkus, 70, on the misdemeanor charge of private indecency.

Officers went to the suspect’s home Saturday but he did not answer the door. At 5:14 a.m. Sunday, he was spotted in his vehicle in the area of Tutuilla Road and Southgate. The officers initiated a traffic stop, intending to arrest and charge Monkus for the crime.

“Monkus failed to yield to the officer’s emergency lights and siren,” Police Chief Chuck Byram wrote. “Monkus ended up pulling over in the parking lot of Grecian Heights Park where he displayed a rifle and made statements to the officers about taking his own life.” Byram said officers were able to speak with Monkus who ultimately surrendered to the officers at 5:37 a.m. He is charged with misdemeanor private indecency, misdemeanor reckless driving, and felony attempt to elude.

Private indecency is charged when the alleged act occurs in a location where the victim has a right to expect privacy.
