MILTON-FREEWATER – The Milton-Freewater City Council is placing a charter modernization measure to update governance rules on the May 19 ballot, which is when Oregon will hold a statewide primary election.

Key changes include requiring the city manager to live within the Milton-Freewater zip code, adjusting debt limits, and mandating charter reviews every 10 years.

Umatilla County will distribute a voters’ pamphlet to all registered residents to ensure public awareness of these operational updates before the upcoming election.
