PENDLETON – Floods on lower McKay Creek have washed away banks, impacting property owners. Mark Mulvihill, who serves on the Lower McKay Creek Water Control District, is one of those owners and he says before landowners can shore up their banks, they must get a federal permit.
“It’s been frustrating for many, many people, in particular our citizens who live above Quinney Bridge and below Struve Bridge,” he said.
Mulvihill said that Umatilla County Soil and Water District Director Kyle Waggoner is coming to the rescue. He is putting together plans for a Nov. 15 workshop for property owners that explain the permitting process.
“We call him our flood czar,” Mulvihill said of Waggoner. “He’s been helping us quite a bit. We are planning a day where people can come and learn how to get a permit for bank stabilization and bank restoration.”
The day is Nov. 15 at 2 p.m. The location has not been determined. Representatives from the Oregon State Lands and U.S. Army Corps of Engineers will give a presentation on the process. For more information, contact Kyle Waggoner at 541-969-0423.
