PENDLETON – Kevin Kelly Gwin, 54, of Pendleton is in Umatilla County Jail charged with one count of attempted unlawful use of a weapon, one count of menacing, and one count of second-degree disorderly conduct. Chief Chuck Byram said that Gwin has no permanent address in the city, and has been arrested four times since 2017.

This arrest, Byram said, is the most serious of those four. He allegedly was following and threatened two juveniles who were riding bikes in Roy Raley Park with a knife Sunday. The young people called an adult who arrived at the scene and was also allegedly threatened by Gwin.

Police took Gwin into custody without incident. No one was injured.
