PENDLETON – David Howard Young, 76, is charged with four counts of Measure 11 crimes. He is being held in the Umatilla County Jail on $5 million bond. Young was arrested by Pendleton police officers on Dec. 23, 2025.
Pendleton Police Chief Chuck Byram said his officers investigated a complaint that was received by his office. The investigation is still considered active and the Umatilla County District Attorney’s Office has charged young with two counts of first-degree sex abuse and two counts of forcible sodomy. The sex abuse charge carries a mandatory minimum sentence of 75 months. Forcible sodomy is, if the victim is younger than 12, is 25 years.
Byram confirmed the victim was younger than 12.
“We believe that there are no further victims out there, but we don’t know that for sure yet,” he said. “That’s why we really can’t comment too much on that because we are still waiting to see what else comes in on this,” he said.
