Man cited and released after building “homemade explosive device”

BAKER CITY – A Baker City man was cited and released over the weekend for manufacturing a destructive device. According to information from the Baker City Police Department, 33-year-old Robert Steven Merritt built a “homemade explosive device” utilizing gunpowder and acetylene in plastic bottles.

This caused a loud explosion that may have led to damage to a neighbor’s vehicle.
