OLYMPIA – With one-third of the 2022 legislative session now complete, State Rep. Mark Klicker (R-Walla Walla) is providing details on his legislation on salmon recovery and ATV access.
House Bill 1869 encourages salmon recovery through voluntary stewardship by allowing cities, counties, and municipalities to participate with the incentives of the state funding salmon recovery programs. The legislation intends to do that without increasing the liability of cities and counties and their taxpayers, and in a way that encourages rather than discourages the voluntary participation of private landowners in projects that will improve habitat in a watershed, Klicker said.
The House Committee on Environment and Energy had a public hearing on House Bill 1869 last Friday.
Klicker is also sponsoring House Bill 1870 which concerns certain wheeled all-terrain vehicles which could open up more county roads to ATVs.
“It puts ATVs on county roads, if a county opts in, to be able to drive on roads 50 miles an hour or less,” Klicker said.
The House Committee on Transportation held a public hearing on House Bill 1870 on Jan. 24. “We had about 97 percent of the people that signed into it were all pro,” Klicker added. “And then one testifier who testified in favor of it.”
