Hughes is working on a grant for Roy Raley Park

PENDLETON – Parks and Recreation Director Liam Hughes is applying for a grant that would mean vast improvements at Roy Raley Park on Southwest Court Avenue. The focus of much of his attention is on the concrete pad that holds the city’s ice rink in the winter. He said it’s failing.

“We had some ground-penetrating radar done down there and there’s about a three-inch void under part of the rink and a one-inch void under most of it,” he said. “Really all that’s holding it together right now, I think, is the rebar.”

Hughes would like to see a new concrete pad installed that contains the coils that make the ice rink freeze. He also would like it to be used during the summer months for pickleball.

“We also want to fix up the playground border and do some repairs and painting at the restroom as well,” he said.

He said the grant is very hard to get.

“We’re by no means counting our chickens because a lot of people apply for this grant and it’s a very competitive process,” he said. Hughes said the grant announcement will come sometime in the fall.
