MORROW COUNTY – A Hermiston man was arrested on multiple charges after attempting to enter the Rees Training Center after a hit and run incident Monday.
According to Oregon State Police (OSP) at approximately 5:56 p.m. a Toyota Camry side-swiped a commercial truck on Interstate 84 near mile post 177. The Camry exited the interstate and attempted to enter the Rees Training Center, where the driver was stopped and detained by armed guards.
The OSP trooper observed multiple signs of impairment from the driver, and he was extremely irate and belligerent. Luis David Penaloza, 30, was arrested and transported to the Umatilla County Jail. He was charged with open container of alcohol, fail to drive within lane, refusal to take a breath test, DUI, reckless driving, reckless endangering person, and fail to perform duties of driver in collision with property damage, all misdemeanors.
