HERMISTON – The Hermiston City Council meets today (Monday) for a work session on rules at 6 p.m. and a regular meeting at 7 p.m. The meeting is in council chambers at Hermiston City Hall.
One of the items on the agenda for the regular meeting is a discussion of two ordinances being considered to govern parades in the city. It’s important to note this will be a discussion with no planned action called for on the agenda.
The first conceptual ordinance would outline permits for parades. It would provide two designated parade routes with exemptions for the Umatilla County Fair Parade and the Hermiston High School Senior Walk. Fees would be set by the city council. The suggested routes both begin at the Hermiston Community Center. One would go north on Third Street to Main Street and west on Main Street to Second Street, ending at the community center. The other would start at the community center, go north on Second Street and end at Hermiston City Hall.
Among the other elements called for in the ordinance are dates for advance applications, reviews by the police chief, and insurance requirements. There would also be an appeal process recovered and a potential waiver for small parades with little impact.
The second conceptual ordinance deals with temporary street closures. It would require applicants to provide barricades and would also establish a permit process with 30 days’ notice and insurance required. In addition to the meeting being open to the public, it is streamed live on Hermiston’s YouTube channel.
