WALLA WALLA – The Walla Walla City Council will consider tonight at 6:30 p.m. amending the 2021-2022 biennial budget. The amendment moves American Rescue Plan Act funds from the general fund to the construction fund for capital improvement projects previously approved by council. The money is to be used for Heritage Park, the Mill Creek Sportsplex, the Senior Center parking lot and purchasing equipment for the Walla Walla Fire Department.
The council will also consider three separate resolutions awarding bids for the Oak Street pedestrian improvement project, the Lowden Street and South 12th Avenue paving project and the Wilbur Avenue Bridge scour project. The total of the three projects is $414,353.42.
A bridge scour is the removal of sediment such as sand and gravel from around bridge abutments. In the case of the Wilbur Avenue Bridge, after the February 2020 high flow event, the scour appeared to have worsened when viewed from above. The project will repair the scour along the Wilbur Avenue Bridge on the upstream end. The existing scour has reached the footing of the bridge abutment and without action, risks undermining the bridge abutment causing damage and potential failure of the structure.
Also on the agenda, a resolution adopting the city flag redesign recommendation. The three designs that received the greatest number of individual votes were presented to the members of the Walla Walla Arts Commission at their July 7 meeting. Commission members decided they preferred the design that had received the third greatest number of public votes. They also decided they wished to present two of the designs to council: the commission members’ favorite, as well as the public’s favorite. Tonight, the council is being asked to either choose one of these designs as the new city flag or opt to retain the current flag design.
