Commissioners will hold Public Hearing on Rock Quarry application

LA GRANDE – NOTICE OF HEARING UNION COUNTY BOARD OF COMMISSIONERS COMP PLAN AMENDMENT & SITE PLAN REVIEW
NOTICE IS HEREBY GIVEN, the Union County Board of Commissioners, meeting in regular session, Wednesday, April 7, 2021 at 10:00 a.m., will conduct a public hearing to review the Planning Commission’s recommendation and to receive any “new” pertinent evidence and testimony according to the provision in UCZPSO Section 23.05 of the application submitted by James Smejkal, Agent Curtis Shuck, to amend the Comprehensive Plan, Map/Text and Basalt Aggregate Inventory to establish a new 274 acre Basalt Aggregate Site, amend the County Basalt Aggregate Inventory for this site, place it in a Surface Mining Zone and Site Plan approval to mine aggregate material from the property. The property is located 2.5 miles west of the City of La Grande on the north side of I-84 and is described as Twp. 2S, Range 37 EWM, Tax Lot 2300 approximately 274.00 acres in a Union County A 4, Timber Grazing Zone.
The applicable Land Use Regulations are found in the Union County Zoning, Partition and Subdivision Ordinance, Article 23.00 Land Use Regulations and Land Use Plan Amendments. Failure to raise a specific issue with sufficient specificity at the local level precludes appeal to LUBA based on that issue. The application and all information related to the proposal are available for review at no cost and copies can be supplied at a reasonable cost. A staff report will be available for review seven days before the hearing, and can be supplied at a reasonable cost. In a continuing effort to limit the spread of the COVID-19 virus and to comply with the Governor’s executive orders, the Union County Board of Commissioners will facilitate citizen participation via written and email testimony received by 8:00 a.m. on the day of the hearing, and via teleconference during the hearing. The call in option will be the only opportunity for citizens to verbally engage in the Public Hearing.
