Civil commitment evaluation ordered for man linked to harassing young women in Walla Walla

WALLA WALLA – Walla Walla County Prosecuting Attorney Gabe Acosta reports Eastern State Hospital has requested materials from his office to help support their civil commitment petition for Allen Steven Adams, 23, who has been linked to numerous reports of suspicious and inappropriate behavior towards young women.

A young girl reported that Adams followed and harassed her at a restaurant, later sending her disturbing calls and messages with inappropriate content. Similar behavior was noted on a public transit bus, where he made unwanted contact with another female passenger.

Walla Walla police explained Allen’s pattern of behavior as he would approach young women, asking to borrow their phones, calling his own number to save their contact information, then sending repeated and unwanted communications, including vulgar images and videos.

On Sept. 17, orders dismissing felony charges and directing civil commitment evaluation on two cases against Allen were signed by Walla Walla County Superior Court Judge Brandon L. Johnson.

The orders state the court considered an evaluation report and found Allen, because of his mental health, lacks the capacity to understand the nature of the proceedings against him, and/or assist in his own defense. Furthermore, the order states Allen is unlikely to gain competency in a reasonable period, so the charges in his two cases, which consist of a total of two counts of first-degree computer trespass and three counts of communication with a minor for immoral purposes, have been dismissed without prejudice.

Court documents state Allen is currently in facility operated or contracted by Washington State Department of Social and Health Services and no further transport is needed.
