City plans infrastructure to support housing development

PENDLETON – The Pendleton City Council is working on ways it can help developers interested in opening up more than 220 acres along Goad Road for new housing. The land between Highway 11 and Highway 30 is zoned mainly residential. Public Works Director Bob Patterson said the biggest problem is the infrastructure currently available is severely inadequate.

“We don’t have water readily available to help that development be achieved,” he said.

In addition to laying water, sewer and storm works under a yet-to-be developed road, Patterson said there is also a big need for a booster station at a set elevation along Goad Road to ensure flooded suction for fire flow if the reservoir is out of service.

The city is exploring possible federal grants for roads that need to be created as well as that booster station. In addition Pendleton now has a new ordinance on the books that allows for reimbursement districts.

“When development occurs and actual structures are being built, they would pay a development fee that would reimburse the costs,” Patterson said.
