City council has full agenda

HERMISTON – The Hermiston City Council meets this evening at 7 at the Hermiston Community Center. At the end of the meeting the council will adjourn and then convene as the Hermiston Urban Renewal Agency with a single item on that agenda.
In the regular meeting, the council will consider a three-year contract with the Hermiston Police Association. The agreement has already been approved by the rank and file on Sept. 20. The contract is retroactive to July 1 and continues through June 30, 2025. The entire agreement is an attachment to the council agenda on the city’s website. It does include pay increases of 4 percent this year and 3 percent in each of the remaining years of the pact.
A long-term rural enterprise zone abatement is before the council form Amazon Data Services for two planned new campuses within the Greater Hermiston Enterprise Zone. Staff reports to the council that the terms of the agreement are very similar to the existing agreement already in place. It includes annual improvement payments of $5 per square foot of data center construction, a public safety impact fee, and a student success fee.
The council is being asked to accept the Umatilla River Bridge report. Anderson Perry & Associates is recommending the bridge be located at Punkin Center Road. Representatives from the consultant will present a full explanation of the alternatives. A final commitment to the analysis must also have agreements form the city of Umatilla and Umatilla County.
A final plat for phases five and six of the Legacy subdivision is before the council. Legacy will consist of 41 new homes priced between $300,000 and $400,000 as well as a one-acre city park. The subdivision is in the vicinity of Northeast Fifth Street, Northeast Sixth Street, and East Bella Vista Avenue.
At the HURA meeting to follow, approval will be asked for a facade grant for Stanton Smith at 395 E. Main St. for $40,000. The company plans to make improvements to windows, facade, stucco, and other features. Additional remodeling for the building is also planned. The estimated budget for the eligible improvements is $81,323.
