CDA reports a clean audit

BOARDMAN โ€“ The Columbia Development Authority (CDA) has received a โ€œclean financial auditโ€ for the second consecutive year. The board governing the development of land that used to be a part of the Umatilla Chemical Weapons Depot reports that both the 2023 and 2024 audits were clean. The audit for 2025 is underway.

The audit was conducted by Rebecca Ramos of Anderson, Boylan, Ramos P.C. in accordance with Oregon rules which establish the minimum standards of audits for Oregon municipal corporations.

โ€œOur review found that the Columbia Development Authority continues to demonstrate compliance with Oregon statutes and sound financial practices,โ€ Ramos said.  

Some of the areas addressed in the audits are deposit of public funds with financial institutions, programs funded from outside sources, and insurance and fidelity bonds in force or required by law.

โ€œThis outcome reflects our ongoing commitment to transparency, accountability, and sound financial management,โ€ said CDA Chair Kim Puzey, who is also the general manager of the Port of Umatilla. โ€œWe are proud to maintain the highest standards for public stewardship.โ€

Annual audits are required by the Office of Base Realignment and Closure (BRAC) to ensure continued compliance and accountability in managing redevelopment efforts.
