Byram says Promise Inn lives up to its name

PENDLETON – Police Chief Chuck Byram says the Promise Inn has done more to help the problems facing the homeless population than any other change that’s been made.

“The Promise Inn, the way it’s being run and the procedures they have in place is one of the more promising things that we’ve seen for our community as far as addressing this issue,” he said. “Getting some of those people that want to get out of that lifestyle – I’m all on board with that.”

The Promise Inn is doing it right, in Byram’s opinion. Just a few blocks away, the Marigold is doing it wrong according to the chief. The city of Pendleton now has a camping ordinance that governs where and during what hours the homeless can rest. Byram says his officers are dedicated to educating the homeless about those regulations. Chronic nuisance proceedings have already been filed regarding the problems at the Marigold, and Byram says he’s communicating with the owner.

“We’re trying to develop a plan in place so that we don’t have to start taking control of that property,” he said.
