PENDLETON – The Oregon Legislature’s fix for Measure 110 has been signed into law. House Bill 4002 will become law on Sept. 1, and Umatilla County is one of a majority of counties in the state that has committed to creating a deflection program for offenders.
The possession of fentanyl and other controlled substances will no longer carry a simple citation on that date. Pendleton Police Chief Chuck Byram updated the county’s work on a deflection program.
“When Sept. 1 comes around, that misdemeanor will be in effect and we can start enforcing that,” he said. “We can get people into a deflection program where they can get services and treatment.”
Byram said those who don’t want to participate in a treatment program have another option.
“They can have that misdemeanor and a potential 180 days in jail over their heads,” he said.
