Burns man arrested on multiple charges including Unlawful Use of a Weapon

Burns (Released by Harney County Sheriff’s Office)-On June 13, 2023 at approximately 11:00 pm, a Burns Police Department officer was flagged down by a citizen. That contact revealed that the citizen was reportedly injured and was in route to Harney District Hospital for evaluation and treatment.


Based upon the initial contact, information of two (2) potential crime scenes was obtained. The
original incident occurred on E Crane Blvd and an additional crime scene, where a second
injured citizen was located, occurred on E Jackson Street. The reported suspect fled the area.
On-duty Burns PD and Hines PD officers immediately requested additional personnel to assist
with the investigation. As a result of this request, personnel from the Harney County Sheriff’s
Office, Harney County District Attorney’s Office, Harney County EMS, and the Hines Police
Department responded to assist.


Based upon the multi-agency investigation, Osmus Doug Garfield , 33, of Burns, Oregon was
later located and taken into custody for Harassment, Menacing, Coercion, Unlawful Use of a
Weapon, and Probation Violation. Mr. Garfield was lodged at the Harney County Jail on a no
bail hold. At this time, there is no known additional danger to the public.
This incident remains under investigation. Additional criminal charges associated with the event
are pending additional investigative activity and review by the Harney County District
Attorney’s Office.
