Bradley sentenced to prison for death of Harney County woman

Burns, OR February 4, 2025 Paul Bradley was sentenced to 75 months prison for recklessly causing the death of Paiute Tribal member and Harney County resident, Candace Barr Moon.  The sentence stems from events in October 2023.

In the early evening of October 18, Bradley was concluding a day’s labor on Moon’s Sand Hollow Ln residence.  It was reported Bradley consumed alcohol throughout the day with the victim.  The victim’s husband, Geren Moon stated he last saw Candace Barr Moon alive prior to departing for a meeting.  

Returning home, Mr. Moon attempted throughout the evening to locate his wife with no success. 

11:25 am October 19, Bradley’s wife reported the death of Candace Barr Moon.  Harney County Sherrif’s Sergeant Robby Tiller, Lieutenant Lucas McClain and Harney County Medical Death Investigator Mika Ray responded.  

Through interviews, it was determined Bradley drove his Polaris Ranger to the Moon residence.  At the conclusion of the work day, both parties continued to consume alcohol.  Bradley proceeded to drive the ranger with a broken seat and seatbelts utilized to hold the seat in place with Barr Moon as a passenger.  Bradley drove the UTV northbound on the Sand Hollow Ln private property.  At some undetermined point, Bradley noticed Barr Moon was no longer beside him in the UTV.  Turning around Bradley located the victim believing she was deceased.  

Bradley returned home approximately between 10 and 11 pm informing his wife of the death. After approximately two hours, they attempted to locate Barr Moon.  Bradley was unable to recall where he left the victim, returned home, and slept.  Bradley woke the morning of October 19, located the victim, returned home, informed his wife and she called law enforcement.  

Bradley gave conflicting statements to Sergeant Tiller about the evening of October 18.  Bradley eventually repeatedly stated he was “tanked” in regards to intoxication level the previous evening.  Lieutenant McClain observed Bradley emitted an overwhelming odor of alcohol. MDI Ray documented injuries to the victim, facilitated an autopsy and noted Bradley stated he did not call for help or attempt CPR.  The Oregon State Medical Examiner’s Office stated Barr Moon’s death was not instantaneous.   

Harney County District Attorney Ryan Hughes prosecuted the case.  A grand jury indicted Bradley on Manslaughter in the Second Degree, Criminally Negligent Homicide and Assault in the Third Degree.  

On January 24, at the conclusion of a four-day trial, a twelve person Harney County Jury found Bradley guilty of all charges; specifically finding the defendant was a driver of a motor vehicle and was driving under the influence of intoxicants.  

A representative of Candace Barr Moon’s family spoke regarding the impact the crime tolled on the family, the Paiute Tribe and community at the February 4 sentencing.  District Attorney Hughes requested the 75-month Measure 11 sentence for Manslaughter in the Second Degree and corresponding non-Measure 11 sentences.  Judge Raschio sentenced accordingly: 75 months for Manslaughter in the Second Degree, 72 months for Criminally Negligent Homicide and 45 months for Assault in the Third Degree concurrently followed by 36 months post-prison supervision.
