ONTARIO – (Release from the Oregon Department of Corrections) Brad Cain retired from the Oregon Department of Corrections (ODOC) this summer. Since 2016, Brad Cain has served as Superintendent at Snake River Correctional Institution (SRCI). Before his role as SRCI Superintendent, Mr. Cain was Superintendent at Powder River Correctional Facility (PRCF) beginning in 2012.
Mr. Cain joined ODOC as a Correctional Officer at Eastern Oregon Correctional Institution in 1991. He transferred to SRCI to assist with opening a then new facility, where he remained until 1996. Between 1996 and 1998, Mr. Cain was promoted to Corporal and then Sergeant as he divided his time between Santiam Correctional Institution (SCI) and Oregon State Correctional Institution (OSCI) in Salem.
In 1998, Mr. Cain returned to SRCI and was promoted to Lieutenant, to Captain in 2001, and to Institution Security Manager (ISM) in 2003. He held the position of ISM until 2010 when he accepted the position of SRCI Minimum Facility Manager. During this time, he was asked to oversee the ODOC fire program where he served as Fire Program Administrator for approximately 6 years. He also helped implement the first Coffee Creek Correctional Facility female crew. In 2012, he accepted the position of Operations Manager at PRCF and was later promoted to Superintendent there.
During his tenure with ODOC, Mr. Cain has been a Firearms Instructor, member of the Employee Peer Support Group, Cell Extraction Instructor, Mentor (formerly Field Training Officer). In addition, he served several weeks as Interim Inspector General.
Superintendent Cain is actively involved in chairing workgroups such as the Class 1 Staff Assault workgroup, PREA Automation workgroup, and is a member of the Leadership Training Program Breakthrough Initiative.
Mr. Cain graduated from Baker City High School in 1988 and received an Associate Degree in Criminal Justice in 1990 from Treasure Valley Community College (TVCC). While attending TVCC, Mr. Cain, in conjunction with the Ontario Police Department, developed the TVCC Campus Security Program.
When asked which position he liked best, Mr. Cain said he has enjoyed every position he has held within the department and believes strongly in servant leadership and principles. Mr. Cain prioritized people in all of his roles and valued staff wellness along with pride in the Oregon Department of Corrections. He believes if you take care of the people doing the work, the work follows. Assuring the safety and security of every institution he worked in was another focus.
Mr. Cain truly believes in family and faith first before anything else. His hobbies include taking road trips throughout the country with his family and Boise State Football.
Mr. Cain is excited to accept his new role as Superintendent of Warner Creek Correctional Facility in Lakeview and is looking forward to serving, supporting, and working with the great people there.
