BAKER CITY — A man living in Halfway, who was a California fugitive, was arrested in Baker City in what started as a traffic stop. On December 4th, 2025, an Oregon State Police Trooper observed a vehicle fail to use a turn signal, and conducted a traffic stop on a Chevrolet Silverado driven by Jared James Barlow, 47, of Halfway.
Barlow was found to have an outstanding warrant for his arrest out of Shasta County, California. Charges from the Shasta County Superior Court include alleged crimes of false imprisonment, kidnapping, torture, and battery, occurring on August 27th, 2025.
Barlow was taken into custody without issue and was lodged into the Baker County Jail. He is being held on $200,000 bail.
A family member retrieved the pickup from the scene of the arrest, as well as a dog that was associated with Barlow.
A status check hearing for Barlow will be held December 17th.
