BAKER CITY — (Release from the Baker City Police Department) Yesterday, the US Attorney’s office put out a press release regarding the sentencing of JACOB GRAMMON, age 26 to 95 months in federal prison. This case was initiated and investigated by the Baker County Narcotics Enforcement Team with assistance from the Bureau of Alcohol Tobacco, Firearms and Explosives (ATF) and the High Mountain Desert Task Drug Force (Ontario/Malheur County).
This case represents what law enforcement can accomplish in addressing violent crime as the result of drug and gun trafficking. With dwindling resources across law enforcement agencies, as well as challenges in changing laws within Oregon, it is imperative to form partnerships and specialty units that can address our most violent crime.
Over the past several years law enforcement has seen a significant uptick in large drug seizures that includes methamphetamine and fentanyl. Overdose deaths are up drastically, and drug traffickers are more commonly carrying firearms.
The Baker City Police Department will continue to participate in the Baker County Narcotics Enforcement Team and will form partnerships with agencies within Oregon and Idaho to address drug trafficking and violent crime in our area.
On July 6, 2022, members of the Baker County Narcotics Enforcement Team and patrol officers from the Baker City Police stopped a vehicle in which JASON TROYER was a passenger. TROYER had been the subject of a BCNET investigation into drug trafficking and firearm possession. As a result of the traffic stop, TROYR was found to be in possession of a Sig Sauer 9 mm handgun. TROYER was also on post-prison supervision and had a state-wide, no bail, felony parole board warrant. Small amounts of methamphetamine were in located, but due to Oregon’s new decriminalization of drug laws, no charges were brought.
Subsequent investigation by the task force led detectives to another handgun associated with TROYER. This was a Ruger SR9 9mm that had obliterated serial numbers and was found to be stolen out of a vehicle in LaGrande, Oregon in January of 2020.
On August 23 rd , 2022, JASON TROYER plead guilty to one count of felon in possession of a firearm and was sentenced to 20 months in State Prison. The case was prosecuted by Chief Deputy Michael Spaulding with the Baker County District Attorney’s Office in conjunction with assistance from the Baker County Narcotics Enforcement Team.
