The Malheur County Sheriff’s Office (MCSO) has concluded a significant phase of an ongoing animal neglect investigation at Grand Barr Dairy, located outside of Nyssa, Oregon.
On February 4, 2026, MCSO executed a seizure warrant at the facility, taking immediate control of the livestock to provide essential veterinary intervention. Investigators documented a total of 239 goats on the property.
Due to the severity of their conditions, three goats were humanely euthanized under the direct oversight of a veterinarian. 210 additional goats were transported to an out-of-state dairy to receive proper milking, nutrition, and medical rehabilitation. The remaining goats are currently in local MCSO custody, receiving ongoing veterinary care until they can be safely relocated to an animal sanctuary.
MCSO is continuing its work with the dairy to send the maximum number of goats to the HFA sanctuary in the coming weeks.
The Oregon Department of Justice is handling the prosecution of this case along with the Malheur County District Attorney’s Office. Possible charges include Animal Neglect in the First and Second Degree.
