Milton-Freewater City Council to discuss recycling expansion plan

MILTON-FREEWATER — The Milton-Freewater City Council will hold a work session on Monday to evaluate an alternative vision for expanding the city’s recycling operations under a state-funded program.

The meeting is scheduled for 6 p.m. in the Albee Room of the Milton-Freewater City Library, located at 8 SW Eighth Ave.

Councilors will meet with Greg Ryan, Oregon recycling manager for Circular Action Alliance (CAA), to review a system expansion funding addendum application. The initiative involves over $1 million in state-funded assets designed to establish curbside co-mingled recycling, including the acquisition of trucks and roll carts delivered to the city under a Recycling Framework Agreement.

The city council initially authorized staff to apply for the CAA-drafted addendum in May. However, public works staff requested Monday’s discussion after CAA representatives presented a different operational approach and alternative funding structures for the program.

Under the original application, total funding requests reached $1.18 million to cover the purchase of an automated side loader truck ($549,142), a roll-off truck ($348,826), 1,900 95-gallon roll carts ($147,003), 144 300-gallon tubs ($58,320), and six roll-off dumpsters ($78,300), alongside funds for cameras, safety equipment, and training.

City staff plan to finalize the addendum details following the session and present the formal agreement to the council for review and potential signature approval at its September meeting.
