WALLA WALLA — A 41-year-old man was sentenced Thursday to a residential drug offender sentencing alternative following a 24-hour crime spree that involved multiple burglaries and an alleged residential sexual assault.
Joseph John Richter appeared before Walla Walla County Superior Court Judge Brandon Johnson, who granted the treatment alternative. Richter will complete an in-patient substance abuse program followed by 24 months of community custody supervised by the Washington State Department of Corrections. He previously pleaded guilty on July 10 to second-degree burglary and fourth-degree assault with sexual motivation.
Walla Walla County Deputy Prosecuting Attorney Tyler Hensley recommended a standard 43-month prison sentence, highlighting the severe impact on victims who required counseling. He noted charges were already reduced from first-degree burglary. Defense attorney Julie Karl argued for treatment, citing Richter’s addiction struggles, recent fatherhood, and history as a carpenter and former firefighter. Richter expressed remorse in court, apologizing to the victims and community.
Walla Walla police arrested Richter on April 15 inside an East Alder Street building. Authorities said his spree began the prior day when he allegedly stole a bicycle on North 13th Avenue and intimidated the owner. Before his arrest, a 66-year-old woman reported Richter broke into her home and sexually assaulted her in bed. He fled but was caught after triggering a burglary alarm. As part of the disposition, Judge Brandon Johnson dismissed two pending cases against Richter, which included theft, robbery, and burglary charges. The judge also issued a 10-year no-contact order protecting the two victims.
